सरकारद्वारा प्रस्तुत नीति तथा कार्यक्रम विद्यमान सरकारका चाहनाहरु हुन् । राष्ट्रपतिद्वारा बाचन गराइयो–हामी जनताले हेर्यौं, सुन्यौं र पढ्यौं ।
राष्ट्रपति भवनबाट संसद भवनसम्म आइपुग्ने राष्ट्रपतिको तौरतरिका, तामझाम पनि देखे यिनी आँखाहरुले । महारानीहुने राष्ट्रपतिको रहर थियो थिएन, त्यो भन्दा पनि उहाँलाई महारानी बनाउने सरकारी चाहनाको पराकाष्ट छरपष्टै भयो सडकभरी ।
कोभिड १९ महामारीको चक्रब्यूहमा पिल्सिरहेको नागरिकप्रति पूर्णतः संवेदनहीन यात्रा बनेको थियो त्यो ।
अनि, साढे तीन घण्टा लामो प्रतिबद्धताको फेहरिस्त पनि सुनियो । यथार्थको धरातलमा कति सम्भव होलान ? सहमति–बिमती थुप्रै छन् । स्वभाविक हो ।
निष्कर्षमा,
सपना बाड्न पनि केको कन्जुस्याई ? पूरा गर्नुपर्ने भए पो । भन्ने नियतका साथ आएको हो यो नीति कार्यक्रम ।
तैपनि हामी आम जनताले आफ्नो सरकारको प्रतिबद्धताको पुलिन्दालाई गम्भीरतासाथ लिनै पर्यो । निष्प्राणप्रायः जनता मध्येको एउटा म नि हुँ । सरकारको यो घोषणा मैले पनि अत्यन्त चासो लिएर सुने ।
सहमति–बिमतीको पक्षमा बोल्नु निरर्थक हो नै, किनकी क्रमशः नागरिकबाट दास बनाईदै गरेका जनताका भावनाले समाजमा के प्रभाव पार्छ र ?
यसबारेमा, नेपालका विद्यमान राजनैतिक दल, दलका नेताहरु, नागरिक समाजको ठेक्कापट्टा लएिकाहरु, बिश्लेषकहरु, चिन्तकहरु, अर्थविदहरु तथा बुद्धिजिवीहरुका(?) आ–आफ्ना धारणाहरु आए । सुनियो । पढियो ।
तर, एक लाइनको त्यो वक्तव्यको भाग जसमा सिंगो राष्ट्रको अस्तित्व गाँसिएको छ । मुटु टाँसिएको छ ।– त्यसबारे कसैको कही टिप्पणी र निष्कर्ष आएन । सुनिएन ।
मलाई यसले द्रविन तुल्यायो–असह्य भयो । त्यसैले आफ्नो मनको पीडा पोख्न भएपनि यो दुई हरफ कलम चलाएँ ।
किनकी सवाल राष्ट्रियताको हो । प्रश्न कालापानी–लिपुलेक र लिम्पियाधुराकै हो । सवाल सुस्ताको हो । अनि, ब्यथा ठाउँ ठाउँमा मिचिएको दशगजाको हो । राता रात नेपाली भूमि तर्फ सारिँदै गरेका जंगे पिलरहरुको हो ।
उग्र राष्ट्रवादको बाघको छाला ओढेको हुडारको बगाल जस्तो प्रमाणित भएको वर्तमान सरकारबाट अब राष्ट्रियताका कुरा गरिनु वेश्याले पतिब्रतको उपदेश दिए सरह भन्दा बढी केही अर्थ छैन ।
तर, यसबारे कही कतैबाट आवाज नउठेको देख्दा झोक पोख्न बाध्य बनेको छु ।
महामहिम राष्ट्रपति विद्यादेवी भण्डारीजीले पढ्दै गरेको आवाज लुरे एवम् निराशाले भरिएको त थियो नै तर, यो वाक्यांश पढ्दा निकै बल प्रयोग गरेको आभाष हुन्थ्यो ।
लिम्पियाधुरा, लिपुलेक र कालापानी क्षेत्र नेपालको भूमि हो र यसलाई प्राप्त गर्न ठोस कुटनैतिक पहल गरिनेछ, तदनुरुप नै छुटेको भूमि समावेश गरी नेपालको नक्सा जारी गरिनेछ ।
मेरो अल्पज्ञान हो वा मन्दबुद्धी यो भनाईमा मेरो घोर आपत्ती रह्यो । जुन वाक्यांशका लागि सदनमा ताली बजेको सुनिन्थ्यो ।
यसै भनाई प्रतिको घोर आपत्तीलाई छोटा बुँदा बनाएर प्रस्तुत गर्न चाहेको छुः
१. छुटेको भूमि समेत समावेश गरी….. भन्नुको मतलव यो भूभाग हालसम्म नेपालको भूमिभित्र नरहेको स्वीकारोक्ति होइन र ?
२. उसो भए के अहिले हामी नेपालको पूरा नक्सा बिहिन अवस्थामा छौं ? छौं भने कहिले देखि यस्तो अवस्थामा हो ? अनि यसो भनिरहँदा सत्तामा बसिरहन मिल्छ ?
३. यो क्षेत्र नेपालको भूमि हो भन्दै गर्दा यो भूभाग समेत समेटिएको हाम्रो देशको नक्सा तत्काल अहिले नै जारी गर्नुपर्ने होइन र ? यसो गर्न कस्ले र किन छेकेको छ ?
४. प्रमाणित तथ्य अनुसार प्रष्ट देखिनेगरी यो भूभागलाई समेटेर नेपालको नक्सा जारी गरेपछि मात्र थाहा हुने होइन र ? भारतले अतिक्रमण गरेर सडक आदि संरचना निर्माण गरेको दाबी प्रस्तुत गर्ने ?
५. यो अत्यन्तै संवेदनशिल विषय हो । दुई देशबीचको कुटनैतिक पहल नै सर्वोत्कृष्ट उपाए हो । तर, यदि यो भूभाग आफ्नो हो भने, छाती ठोकेर हाम्रो भूमि अतिक्रमण भयो भन्न नसक्नु पर्ने केही कारण रहन्छ र ?
६. भूभाग हाम्रो हुँदा हुँदै पनि भारतको नियन्त्रण, बलियो उपस्थिति एवम् सबै संरचनाहरु तयार भई सकेको अवस्थामा भूमिदान गरी त्यो भन्दा यता बाँकी बचेको नक्सासहितको नेपाल बनेको कुरा घोषणा गर्दै नयाँ नक्सा जारी गरेका छौं भन्नका लागि होत जारी नगर्नुको रहस्य ?
७. हाम्रो दाबी त यो होकी यो विवादित भूमि होइन, जसको निष्कर्ष आउन बाँकी होस् । यो भूमि गोलान हाइट होइन जहाँ इजरायल र प्यालेस्टाइनको दोहोरो दाबी छ । यो त हाम्रो आफ्नै भूमि हो ।
८. सुगौली सन्धी पश्चात् गुमाउनु परेको बिशाल नेपाली भूभागबाट बचेर हाम्रे रहेको भूभाग हो यो । फरक यति हो, एउटा ठूलो र बलियो मित्रले दादगिरी गर्यो–कब्जा जमायो ।
९. नेपाल सरकारले आफ्ना जनाता, नागरिकहरुलाई राष्ट्रको अखण्डताको भौगोलिक सीमारेखा चिनाउनै पर्छ–सरकारको प्रथम कर्तव्य हो यो । त्यसैले देशको नक्सा तत्कालै सार्वजनिक गर्नै पर्छ । नत्र, सरकारले सार्वभौम राष्ट्रको नक्सा जारी गर्न भोलीको भाका किस्त गर्न मिल्छ कि मिल्दैन जनताले नै निर्णय गरुन् ।

The policies and programs presented by the government are the aspirations of the existing government. The speech was made by the President – we the people saw, heard and read.

It made me drowsy – unbearable. So I used these two letters to express my heartache.
Because the question is of nationality. The question is Kalapani-Lipulek and Limpiyadhura. The question is sluggish. And, the pain is in the tens of thousands of places. It belongs to the Jange Pillars that are moving towards Nepali land overnight.

But, seeing that no voice has been raised about this from anywhere, I am compelled to express my displeasure.
His Excellency President Vidyadevi Bhandariji’s voice was full of frustration and despair, but it seemed to use a lot of force.
The Limpiyadhura, Lipulek and Kalapani areas are the land of Nepal and concrete diplomatic initiatives will be taken to get it, accordingly a map of Nepal including the missing land will be issued.
I have a strong objection to the statement that it is my ignorance or stupidity. The phrase was heard clapping in the House.
I would like to present my strong objection to this statement by making a short point:
1. Including the lost land ….. Doesn’t it mean that this land is not within the land of Nepal till now?
2. So are we now without a complete map of Nepal? If so, since when? And while saying this, is it possible to stay in power?
3. Saying that this area is the land of Nepal, shouldn’t the map of our country, which includes this land, be issued immediately? Who stopped doing this and why?
4. According to the proven facts, it will be known only after the issuance of a map of Nepal covering this territory. To claim that India has built roads and other structures by encroaching?
5. This is a very sensitive issue. Diplomatic initiatives between the two countries are the best solution. But, if this land is yours, is there any reason not to say that our land has been encroached upon?
6. The secret of not issuing a new map to declare that Nepal has become a map with the rest of the map by donating land even though the territory is ours, with India’s control, strong presence and all the structures ready?
7. Our claim is that this is not a disputed land, the outcome of which is yet to come. This land is not Golan Heights where Israel and Palestine have a double claim. This is our own land.
8. This is the territory we have escaped from the huge Nepali territory that was lost after the Sugauli Treaty. The difference is that a big and strong friend did Dadagiri-captured.
9. The Government of Nepal must identify the geographical boundaries of the nation’s integrity to its people and citizens – this is the first duty of the government. Therefore, the map of the country must be made public immediately. Otherwise, it is up to the people to decide whether the government can issue a map of the sovereign nation tomorrow or not.
